Thanks for your comments. Both your points are very relevant
1) Yes, recreating schema objects from scratch is a time consuming process, even if it is automated.
As you pointed out, in most typical scenarios, there wil be commits of application code several times a day, but even with the teams that take the most radical approach of continuous schema refactoring, changes on the database side will be probably once a week.
This problem can be solved with little tweaks in the build process. The database build should be triggered only when there is a change in the databases scripts.
2) Yes, I completely agree with you that maintaining migration scripts alongside the database artifacts can be a really tedious and prone to having them get out of sync. This is where tools are helpful.
